The devices you are trying to deploy to; are they already built or are you trying to deploy to devices that you are building with a new OS? This makes a difference to how you might be best to do this.
If they are already deployed then look at distributing using Targeted Multicasting via a Multicasting Delivery Method (pre-9.6). As LANDave says, in 9.6 you can use multicasting in the provisioning process too.
