Run Task Manager as all users on that machine and see if any processes of vulscan.exe is running, we had this issue in the past and still pop-ups every now and then. If it is vulscan you might have to modify some of you tasks in provisioning or see when you agent has a security scan to run and modify it or have a image agent then update at the end to set the scans when you really want.
