I have experienced it in 9.5 SP3 and below. It's normal depending on the bandwidth, location and the load on the core. We have over 15,000 devices on our core and sometimes depending on the location and bandwidth, it could take a few minutes to kick off. ldprovisionasuser.exe launches first to kick off the process if a user is logged on, looking for inactivity time. I always watch for the ldprovision folder to be created on the device your pushing to know it started. In there will you can find the ldprovisionasuser log file to see how long it waits before starting the rest of the process.
