I had this issue on a Surface Pro 3. The problem was the disk had BitLocker enabled on it. At a glance within windows I couldn't see that bitlocker was actually on, but after following Microsoft's steps to disable Bitlocker I no longer had the problem.

Disable-BitLocker

Enable / Disable BitLocker Drive Encryption in Windows 7 - Windows 7
