Ironically, Dell had the driver, buried in there with 29 other "links" to files. I thing that makes this super annoying is that the chipset is Broadcom which no longer supports it as they sold off the intellectual property to QLogic, which also made it nearly impossible to find a driver on their site. In any case, this is the driver package I downloaded.

I ended up running that and extracted all the files to a drive. Inside the unpackaged folder, the bxnd.inf file located in "program files\QLogic Corporation\QDrivers\Win2k8" from the extracted package had a driver that worked in WinPE.
I can't tell you how many hours I've spent on this, but I'm happy I found a driver that worked.
