In any case, this is the driver package I downloaded.

I ended up running that and extracted all the files to a drive.  Inside the unpackaged folder, the bxnd.inf file located in "program files\QLogic Corporation\QDrivers\Win2k8" from the extracted package had a driver that worked in WinPE.

 

I can't tell you how many hours I've spent on this, but I'm happy I found a driver that worked.
