Just thought I would wrap this up for others that may be having similar issues.

Local certificate was definitely messed up so I reissued and things worked as expected.

Certificate-based authentication failed - certificate not presented

Checked C:\Program Files (x86)\LANDesk\Shared Files\cbaroot\certs  and deleted files that didn't end in .0  I had .1, .2, .3 and .4 files

del /q "C:\Program Files (x86)\Landesk\Shared Files\cbaroot\broker"\*.*

"C:\Program Files (x86)\Landesk\LDClient\BrokerConfig.exe" /n

"C:\Program Files (x86)\Landesk\LDClient\ldiscan32.exe" /f /sync
