Steve,
If that variable is not working then you would likely be required to enter the full path to vulscan.exe.
Example:
"C:\Program Files (x86)\LANDesk\LDClient\vulscan.exe"
If that does not work - then your next step would be to validate that the LANDesk agent has installed itself by the time you are attempting to run that portion of the template.
