Thompsont,
Does the machine hang at the Windows startup screen, or does it eventually go to a blank screen?
If it hangs at that screen, Windows 8 may not support the hardware on that thin client. Do you know if this worked in earlier versions of LANDesk that ran the Win 7 32-bit WinPE?
If it goes to the blank screen I have seen this behavior a couple other times when the default video driver in Windows 8, is not compatible with the display adapter on the device. The remedy for this is to grab the correct Win 8 32-bit Video driver, and install it in the WinPE Image with DISM. Locate the driver, then follow the instructions in this document to install the driver.
Using DISM to manually inject Drivers into the Boot.wim
